契約しませんってのはもう古くて、契約する気はあるけど契約内容を 見直してくれってのが正しい

NHK側は契約内容は法律で決まってて変えられないというがこれは嘘
法律上、受信契約の約款は総務省の認可があれば変更可能なので、 利用しないから利用料0円の約款の認可をとってこいと言う

当然拒否されるが、NHK側に拒否させることが重要
要は、こちらに契約する意思はあるがNHK側が拒否しているという状況にする
その後は総務省への認可がとれたらもう一度来い、とれてないなら話は聞かないってことで追い返せばよい
